New Westminster
Starting in late June, crews will begin work to rehabilitate the Royal Avenue overpass as part of the Pattullo Bridge Replacement Project. The first stage of work will be completed from the Bridge Connector roadway under the overpass, and will require up to four overnight closures of the Pattullo Bridge in the northbound direction, as well as a closure of the Bridge Connector in New Westminster.

Pile installation for the main tower foundation is complete, and construction of the bridge tower is underway. In-river work for the bridge foundation near the New Westminster shoreline will begin this summer. This work is anticipated to start in July, subject to river conditions and in accordance with Fisheries and Oceans Canada requirements for minimizing impact to fish and fish habitat.
Work on this bridge foundation will involve:
• Intermittent pile driving
• Placement of rock for bridge foundation and riverbank protection
• Placement of reinforced steel and concrete

On select evenings between May 28 and June 5, FCP will be conducting utility investigation work within the Columbia Street loop-ramp. To accommodate this work, FCP will extend the daily 3 p.m. to 6 p.m. closure by one hour, such that the loop-ramp will be closed to traffic until 7 p.m.

On May 8, Fraser Crossing Partners (FCP) will be conducting utility investigation work where the Royal Avenue on-ramp intersects with the Bridge Connector. This work will take place during an existing closure of the Royal Avenue on-ramp being implemented by TransLink between 10 p.m. and 5 a.m.
On two different evenings between May 16 and 27, FCP will temporarily close the Royal Avenue on-ramp for approximately two hours between 10 p.m. and 5 a.m. to conduct additional utility investigation work. When the Royal Avenue on-ramp is closed, drivers will be directed to use the Columbia Street loop-ramp via McBride Boulevard. Detour signage will be in place.

Beginning April 5, Fraser Crossing Partners will be conducting a continuous 36-hour concrete pour to complete the pile cap for the main tower foundation. Concrete trucks will be accessing the foundation throughout the duration of the pour using the temporary access platform from the Surrey work yard and barges on the river. It is important for the pour to be continuous to ensure structural integrity. Residents and businesses may hear noise from concrete trucks and heavy equipment while work is underway.

In-river bridge foundation work on the main tower for the new crossing is underway and will be ongoing for the remainder of the year. Construction on the foundation close to the New Westminster shoreline is anticipated to start later this year and continue into 2022. To expedite bridge foundation construction, and to minimize the amount of in-river work required in 2022, Fraser Crossing Partners plan on undertaking intermittent pile driving on Sundays between 10:00 a.m. to 4:00 p.m. starting in November.

Fraser Crossing Partners (FCP) will be removing some additional vegetation along Leopold Place in New Westminster. FCP recently had an arborist inspect the hedge parallel to Leopold Place and it has been determined that the majority of the hedge is no longer living and needs to be removed for public safety.
The Project team is working closely with the City of New Westminster to develop a landscaping plan for when construction is complete. This will include planting new trees and shrubs in the area.

Between August 16 and 27, Fraser Crossing Partners plans to conduct geotechnical investigations near the northern shoreline just upstream of the existing Pattullo Bridge. While this work is underway, crews will drill 5 to 10 boreholes from a floating barge to gather subsurface soil information.
Nearby residents may see crews on site and may hear noise associated with the sonic drill. Noise levels from this work are expected to be low.

Sections of pavement will be removed and pressurized water will be used to locate and inspect underground utilities. This is required prior to the start of construction in the area.
While this work is underway, traffic will be reduced on Columbia Street to a single lane in the eastbound direction west of McBride Boulevard (near the Pattullo Bridge).

Starting Monday, July 26, crews are scheduled to begin the first stage of work area set-up. This is expected to continue on Tuesday, July 27 and Wednesday, July 28, with crews building access points off of McBride Boulevard and Leopold Place near Royal Avenue.
While this work is underway, there will be some noise and temporary no parking signs on Leopold Avenue. There will also be a closure of the southbound slow lane on McBride Boulevard between 10:00 a.m. and 2:00 p.m. While this closure is in effect, the sidewalk on the east side of McBride Boulevard will be close and pedestrians will be detoured to the other side of McBride.

Fraser Crossing Partners resumed work on the in-river bridge foundations in late June and work will continue for the remainder of the year. A crane and barges are being used to achieve this work, as well as a temporary in-river access platform for marine construction on the Surrey side.
In mid-July, on-land foundation work will also begin for the bridge approach structures in Surrey. On-land foundation work will continue throughout 2021 and into 2022 on all foundations required for the new bridge alignment in Surrey.

As much as possible, a shroud will be used during pile driving to reduce noise.

Fraser Crossing Partners (FCP) will conduct road sweeping activities within the Pattullo Bridge Replacement Project area in New Westminster and Surrey as part of ongoing road maintenance within the Project area. Road sweeping will take place during the daytime on residential streets to limit noise, and between 7:00 p.m. and 3:00 a.m. on major roads to limit traffic impacts.
FCP will be conducting routine road sweeping within the Project area, as well as on an as-needed basis following construction activities. FCP will notify impacted businesses and residents in advance of the start of this work.

As part of the overall tree removal work for the new bridge alignment and new connecting roads, the Royal Avenue on-ramp will be temporarily closed on Saturday, February 27 from 9:00 a.m. to 5:00 p.m. to allow crews to safely remove the trees between Dufferin Street and the existing on-ramp. Trees removed as part of this project work will be replaced at a minimum ratio of 2:1.
While this closure is in effect, drivers wishing to access the Pattullo Bridge will be directed to use the Columbia Street on-ramp via McBride Boulevard and Columbia Street.

Fraser Crossing Partners (FCP) will be removing some trees within the Pattullo Bridge Replacement Project area to allow for the new bridge alignment and connecting roadways. This work is expected to take place from mid-February to early April 2021.
Trees removed as part of this project work will be replaced at a minimum ratio of 2:1. The project team will work closely with municipalities and First Nations on the replacement of trees and the enhancement of sites within the project area over the duration of the project.
While the tree removal work is underway, there will be temporary no parking zones and lane closures to ensure public safety. All traffic pattern changes will be well signed and traffic control personnel will be on site when needed.

Subject to final permitting, Fraser Crossing Partners plans to start in-river work on the bridge tower foundation between February 13 and 28.
Crews will place rock for bridge foundation protection and install the first piles that will form the foundation for the bridge tower. This initial work will provide additional information on in-river geotechnical conditions, underwater monitoring data and construction methodologies. It will be complete by the end of February in accordance with anticipated Fisheries and Oceans Canada requirements, to minimize impact to fish and fish habitat.

As part of preparatory work for the Project, Fraser Crossing Partners will be demolishing some homes on Dufferin Street between Royal Avenue and Wellington Street in New Westminster, starting the first week of December. These areas are required for new direct on-ramps – from Royal Avenue and East Columbia Street – that will connect to the bridge as well as new multi-use paths.
Demolition work will take place Monday to Friday between 7:00 a.m. and 5:00 p.m. It is anticipated to take approximately two to three months to complete.

Fraser Crossing Partners, the contractor who will build the new bridge, will undertake some geotechnical investigations in New Westminster and Surrey near the existing bridge, from mid-March to September 2020. Geotechnical investigations involve drilling boreholes in the project area to gather subsurface soil information.
Most work will be completed Monday to Friday between 7:00 AM and 7:00 PM. Work may be required in the early evening to complete some of the boreholes near roads, to minimize traffic disruption.

To minimize traffic impacts, this piling work and the associated northbound lane reduction will take place on weekends for approximately two months starting in mid-March. The lane closure will be implemented on Saturdays between 7:00 a.m. and 10:00 p.m., and Sundays between 9:00 a.m. and 6:00 p.m. when required. The lane closure may also take place on occasional weeknights between 7:00 p.m. and 10:00 p.m. Lane closures will only be in effect during active piling work at the location closest to the roadway. All traffic pattern changes will be well-signed, and changeable message signs will be provided at key locations to enable drivers to plan alternate routes in advance.

Fraser Crossing Partners is relocating utilities, realigning barriers and creating a work zone and access points within the middle of Highway 17. Some temporary daytime lane closures, as well as a short nighttime full closure to transport equipment, will be required on Highway 17 for both eastbound and westbound traffic.
Once the site preparation work is complete, construction of the bridge foundation at this location will begin. General construction activities will take place 24/7 while intermittent pile driving will only take place between 7:00 p.m. and 10:00 p.m. Nightly lane closures on Highway 17 for both directions will be required.

Fraser Crossing Partners will implement traffic pattern changes on 112 Avenue between Highway 17 and 124 Street. These changes are required for ongoing bridge foundation and roadway work in this area.
FCP will install two temporary traffic signals on 112 Avenue and 111a Avenue. Single lane alternating traffic will be in effect for the section that goes under the existing bridge, and a temporary sidewalk will be implemented. The temporary traffic signals and sidewalk will be in place for approximately one year to ensure the safety of pedestrians, cyclists, and drivers while work is underway.

Preload is a ground improvement technique which involves the placement of clean sand to consolidate the ground in specific areas prior to the start of construction. No traffic will be impacted as part of this work.

While this closure is in effect, drivers wishing to access the Pattullo Bridge will be directed to use the Columbia Street on-ramp via McBride Boulevard and Columbia Street.

Fraser Crossing Partners (FCP) will be removing some trees within the Pattullo Bridge Replacement Project area to allow for the new bridge alignment and connecting roadways. This work is expected to take place from mid-February to early April 2021.
Trees removed as part of this project work will be replaced at a minimum ratio of 2:1. The project team will work closely with municipalities and First Nations on the replacement of trees and the enhancement of sites within the project area over the duration of the project.
While the tree removal work is underway, there will be temporary no parking zones and lane closures to ensure public safety. All traffic pattern changes will be well signed and traffic control personnel will be on site when needed.

Subject to final permitting, Fraser Crossing Partners plans to start in-river work on the bridge tower foundation between February 13 and 28.
Crews will place rock for bridge foundation protection and install the first piles that will form the foundation for the bridge tower. This initial work will provide additional information on in-river geotechnical conditions, underwater monitoring data and construction methodologies. It will be complete by the end of February in accordance with anticipated Fisheries and Oceans Canada requirements, to minimize impact to fish and fish habitat.

Fraser Crossing Partners crews will be doing some final work on the test pile in Surrey. This work is required in advance of the start of the bridge foundation installation and will provide additional information about the soil conditions and the equipment required for the piers for the new bridge.
Pile driving work will occur intermittently for a few days starting on January 28 and continuing the week of February 1. No piling will occur on the weekend.

Fraser Crossing Partners, the contractor who will build the new bridge, will be doing foundation investigation work in Surrey in the area of the new bridge alignment. This investigation work, a test pile, will provide additional information about the soil conditions for the piers that are required for the new bridge.
Work is anticipated to start in early September 2020 and take six to eight weeks to complete. Nearby businesses and residents will hear noise and might feel some vibration associated with the piling work. Traffic will not be impacted by this work.

Fraser Crossing Partners, the contractor who will build the new bridge, will undertake some geotechnical investigations in New Westminster and Surrey near the existing bridge,from mid-March to September 2020. Geotechnical investigations involve drilling boreholes in the project area to gather subsurface soil information.
Most work will be completed Monday to Friday between 7:00 AM and 7:00 PM. Work may be required in the early evening to complete some of the boreholes near roads, to minimize traffic disruption.
